# Websites and web applications Kit: Apache projects for small business
October 29, 2026. [Read the article](https://jwatte.com/blog/apache-websites-cms-web-apps-small-business/).
## How to use this kit
Choose one publishing or collaboration problem before choosing software. Start with a copy of harmless content and compare the hosted alternative. Give a named person responsibility for access, backups and updates. Hardware allocations below are our pilot assumptions because the checked project guides publish no universal CPU or RAM floor. No installation is claimed.
## JSPWiki card
**What it does and who it fits:** editable procedures and linked knowledge pages for a capable owner with a server helper. Examples: a nine person HVAC firm and helper maintaining service procedures; two coffee shops with 14 staff and ten paid workspace members maintaining opening and cleaning instructions, with the other four reading exported copies.
**Current caution:** [3.0.0 release notes](https://jspwiki-wiki.apache.org/Wiki.jsp?page=NewIn3.0.0) warn of security advisories with updates pending. Confirm current fixes before exposing the wiki or storing sensitive content. Latest checked release: [3.0.0, August 22, 2026](https://jspwiki.apache.org/general/downloads.html).
**Hardware and skills:** no numeric minimum is published in the [tagged README](https://raw.githubusercontent.com/apache/jspwiki/3.0.0/README.md). Our Small server is 2 vCPU and 4 GiB. The release needs JDK 17+, Servlet API 6.0 and a compatible container; Tomcat 10.1+ is recommended. Prior server administration experience is expected. Start with that README's WAR installation, not an older Java recipe.
**Backup and update checklist:** copy pages, all attachment versions, user/group stores and custom configuration; protect credentials; test a restore; review application, JDK, container and plugin advisories; remove the installer; restrict uploads and registration; use TLS. Follow [project security guidance](https://jspwiki-wiki.apache.org/Wiki.jsp?page=Security).
**First week:** day one, name the editor and select five harmless procedures. Days two and three, configure private access and test edits from two staff accounts. Day four, restore the test wiki from backup and verify an attachment. Day five, have a staff member find and follow a procedure without the editor's help. Review errors before adding more pages. Keep customer payment information out of this trial.
**Decision:** compare ten Notion Plus editors at $100/month equivalent billed yearly, or check Confluence Free's ten-user limit. Resolve the release warning before approving a new deployment.
## IT project cards
### Roller
Fits multi-author blogs already supported by an IT team; examples are bakery menus and landscaping crew journals. The [release guide](https://raw.githubusercontent.com/apache/roller/roller-6.1.6/docs/roller-install-guide.adoc) requires a servlet container, relational database and JDBC configuration. One host can run a pilot; no numeric hardware minimum is given. Our Medium host is 4 vCPU/8 GiB with 24 to 60 setup hours and 6 to 16 monthly hours. Its stale requirements paragraph conflicts with the release's Java 11 build target, so have the operator confirm supported versions. Ask who restores the database, media and settings, who approves registration, and how updates are tested. Compare WordPress.com Personal's annual offer and renewal below.
### Allura
Fits businesses owning custom software, such as an ecommerce connector or machine-shop quoting code. The [tagged installation instructions](https://raw.githubusercontent.com/apache/allura/rel/1.22.0/Allura/docs/getting_started/installation.rst) and [production Compose file](https://raw.githubusercontent.com/apache/allura/rel/1.22.0/docker-compose-prod.yml) describe several services on one host. Six containers do not require six servers. No numeric hardware floor is published; our Medium host and IT labor range are a pilot allowance. Ask how repository and database backups are restored together, how contractor access is removed and who rotates keys. Latest release [1.22.0, October 12, 2026](https://allura.apache.org/posts/2026-allura-1.22.0.html) includes security fixes. Compare GitHub Team for three to six developer seats.
### Pony Mail
**Pony Mail needs specialist attention before any new deployment.** It provides a searchable mailing-list archive, with a web server, Python, Elasticsearch and a separate mailing-list delivery system. Its [install page](https://ponymail.apache.org/docs/installing.html) explicitly says the instructions are out of date. The [downloads page](https://ponymail.apache.org/downloads.html) lists original release 0.11 from April 20, 2019 and no released Foal successor. A current secure production minimum could not be verified; do not copy the old operating-system versions in its instructions.
For example, a nonprofit with 12 staff and 300 volunteers might inherit an archive it must preserve. A specialist should test private-list permissions, export messages and document who maintains the search service. Our platform allowance is 6 to 16 administration hours/month, or $409 to $1,089 labor alone before servers. [Groups.io Premium](https://groups.io/static/pricing) charges $0.04/member/month with a $20 monthly minimum: 300 x $0.04 = $12, so this example pays $20/month. It is hosted list management with archives, not hosted Pony Mail. Check attachment storage, imports, moderation and privacy before moving.
Ask the provider who supports the current components, how private lists remain private, how messages export, and which migration costs are outside the subscription. Preserve old archives before changing systems. Do not install obsolete dependency versions from the stale guide.
## Full group table
Registry dates may lag actual component releases. File dates are artifact modification times. No currently Incubating entries are in this group. A historical beta or old release date is not a production recommendation.

## Cost worksheet
Editors/developers: low ___, high ___. Node count ___; size and monthly charge ___. Setup hours: low ___, high ___. Monthly admin hours: low ___, high ___. Retained backup GB: low ___, high ___. Alternative billing term, renewal price and usage extras ___. Separate migration/development quote ___.
All prices are US dollars before tax, read October 29, 2026. We use the shared employee compensation proxy of $68.09/hour: [BLS median wage](https://data.bls.gov/oesprofile/?areas=INDUSTRY,STATE,MSA&major_group=150000&measure=01&occupation=151244&year=2025) $47.66 divided by a [70.0% wage share](https://data.bls.gov/timeseries/CMU2020000000000P). An outside IT provider bills more, so ask for a quote. [DigitalOcean Small](https://www.digitalocean.com/pricing/droplets) is $24/month for 2 vCPU, 4 GiB RAM and 80 GiB disk; Medium is $48 for 4 vCPU, 8 GiB and 160 GiB. These are our pilot allocations, not project-published minimums.
Our retained backup volume is fixed at 100 GB in both labor cases. [B2 pricing](https://www.backblaze.com/cloud-storage/pricing) gives (100 minus 10) x $0.00695 = $0.6255/month. We assume no chargeable excess transfer or Class D calls. Setup = hours x $68.09; monthly = hosting + backup + administration hours x $68.09; 36 months = setup + 36 x monthly. Savings = alternative total minus self hosted total. Break even = ceiling(setup divided by monthly savings), or never if monthly costs are higher.
Setup, access, backups, a restore rehearsal and updates are included in the labor assumptions. Custom development, content writing, migration, training, domain renewal, taxes and major incidents are excluded on both sides. Alternative incremental setup is zero at both ends for an existing workspace or a ready-to-use subscription; adoption work still needs a separate allowance.
### JSPWiki versus Notion Plus
[Notion Plus](https://www.notion.com/pricing): ten members x $10/month billed yearly; $1,200 annual payment. Both cases hold ten members and 100 GB backups fixed. JSPWiki: one Small server, 4 to 12 setup hours and 1 to 3 monthly hours. Also check [Confluence Free](https://www.atlassian.com/software/confluence/pricing), up to ten users and 2 GB storage.
| Cost | Low labor case | High labor case |
|---|---:|---:|
| Setup | $272 | $817 |
| Monthly operations | $93 | $229 |
| Self hosted, 36 months | $3,610 | $9,057 |
| Alternative monthly | $100 | $100 |
| Alternative, 36 months | $3,600 | $3,600 |
| Savings from self hosting | Negative $10 | Negative $5,457 |
| Break even month | 38 | Never |
### AI assisted JSPWiki worksheet
October 30, 2026 update. See the [post's setup comparison](https://jwatte.com/blog/apache-websites-cms-web-apps-small-business/#setup-time-when-claude-or-chatgpt-does-the-typing).
We keep the same one Small server at $24/month, fixed 100 GB retained backups at $0.6255/month and ten Notion Plus editors at $100/month equivalent billed yearly. These are paired low/high assumptions, not measured installation savings. AI setup shares q = 50%/80%; monthly administration shares r = 75%/100%. Human prompting, corrections and review remain inside the hours: setup review 1 to 3 hours; monthly review 0.5 to 1.5 hours. Do not add review twice or count unattended agent wall time as human labor. Custom work and major incidents remain excluded.
| View | Setup hours, low / high | Monthly admin hours, low / high | 36 months, low | 36 months, high |
|---|---:|---:|---:|---:|
| Manual JSPWiki | 4 / 12 | 1 / 3 | $3,610 | $9,057 |
| Claude Pro subscription | 2 / 9.6 | 0.75 / 3 | $3,061 | $9,094 |
| ChatGPT Plus subscription | 2 / 9.6 | 0.75 / 3 | $3,061 | $9,094 |
| API: Claude Opus 5.5 | 2 / 9.6 | 0.75 / 3 | $2,876 | $9,008 |
| API: GPT-6 Astra | 2 / 9.6 | 0.75 / 3 | $2,899 | $9,179 |
Let S/A be manual setup/monthly hours, q/r the shares above, H = $24.6255 hosting plus backup, and T0/Tm setup/monthly tool costs. We calculate fully, then round totals to dollars:
```text
Manual = S x $68.09 + 36 x (H + A x $68.09)
AI = S x q x $68.09 + T0 + 36 x (H + A x r x $68.09 + Tm)
API fee = (input x input rate + writes x write rate + reads x read rate + output x output rate) / 1,000,000
```
Claude Pro and ChatGPT Plus each cost $20/month on monthly billing. T0 = $20 for a separate setup month; Tm = $5, allocating 25% of the subscription for each of 36 operating months only when other work uses the remaining 75%. With no other work, charge the full subscription: add $540 to either total. Never allocate more than 100% across projects. Included tools have usage limits and these plans are starting budgets, not guaranteed capacity. Claude Code uses the Claude allowance; Codex sign-in uses the ChatGPT allowance. API calls use separately metered billing; no conditional API credits are deducted.
Our cumulative API assumption is 200,000 to 1,000,000 setup input tokens and 20,000 to 100,000 output tokens; monthly administration uses 100,000 to 500,000 input and 10,000 to 50,000 output. Include repeated context, retries and billed reasoning. Low input is 30% ordinary input, 10% short cache writes and 60% cache reads. High input is all ordinary input with caching disabled. Each input token belongs to only one billing category. Keep requests within the standard short context pricing bands; the cumulative budget can span several conversations.
Opus 5.5 rates per million tokens are $4 ordinary input, $5 short cache write, $0.20 cache read and $20 output. Astra rates are $10, $12.50, $1 and $50 respectively. Thus Opus T0 = $0.764/$6 and Tm = $0.382/$3; Astra T0 = $1.97/$15 and Tm = $0.985/$7.50. These are calculated charges, not a usage forecast. We use standard synchronous prices, no batch discount and no extra paid model tools.
The low shared subscription case saves $539 against Notion's $3,600 and breaks even in month 9. Low Opus saves $724 and low Astra saves $701; each breaks even in month 6. High cases never break even against Notion at these monthly costs. A dedicated subscription raises the low total to $3,601, so it misses the 36 month saving. A fitting free hosted plan remains cheaper, and faster setup does not resolve the current JSPWiki release warning.
The base uses free local Desktop Commander or Codex CLI. Desktop Commander Remote Free permits 10,000 monthly tool calls, separate from model tokens; Remote Pro is optional at $20/month and adds $200 for a setup month plus the same 25% ongoing allocation, or $740 when charged wholly to this project. Confirm the supported client connection before budgeting remote access. Claude in Chrome has no separate extension charge here; ChatGPT Work uses a separate cloud browser where available.
Use a new or staging server and approve commands or use a restricted sandbox; Desktop Commander's command restrictions alone are not a sandbox. Never paste secrets into chat, and watch provider, Cloudflare and wiki dashboard actions. Use supported subscriptions for a person supervising work, API keys for custom automated pipelines, and review every change. Test a restore of pages and attachments and keep a named person responsible for updates and backups.
### Roller versus WordPress.com Personal
[WordPress.com](https://wordpress.com/pricing/): annual billing at $4/month, which the page says auto-renews at $4 per month; 36 x $4 = $144 over 36 months assuming that renewal price holds. Domain renewal excluded on both sides. Roller: one Medium server, 24 to 60 setup hours and 6 to 16 monthly hours, 100 GB backups.
| Cost | Low labor case | High labor case |
|---|---:|---:|
| Setup | $1,634 | $4,085 |
| Monthly operations | $457 | $1,138 |
| Self hosted, 36 months | $18,092 | $45,056 |
| Alternative monthly | $4 | $4 |
| Alternative, 36 months | $144 | $144 |
| Savings from self hosting | Negative $17,948 | Negative $44,912 |
| Break even month | Never | Never |
### Allura versus GitHub Team
[GitHub Team](https://github.com/pricing): three to six users x $4/month, billed monthly; usage extras excluded. Allura: one Medium server, 24 to 60 setup hours and 6 to 16 monthly hours, 100 GB backups. Code development and review remain separate work on both routes.
| Cost | Low labor case | High labor case |
|---|---:|---:|
| Setup | $1,634 | $4,085 |
| Monthly operations | $457 | $1,138 |
| Self hosted, 36 months | $18,092 | $45,056 |
| Alternative monthly | $12 | $24 |
| Alternative, 36 months | $432 | $864 |
| Savings from self hosting | Negative $17,660 | Negative $44,192 |
| Break even month | Never | Never |
