# Developer libraries and build tools Kit: Apache projects for small business October 29, 2026. [Read the companion article](https://jwatte.com/blog/apache-developer-libraries-build-tools-small-business/). ## How to use this kit Give this to the person who maintains your software. Ask which entries actually appear in your application before discussing updates or replacement. Keep business ownership of source, build instructions and release credentials clear. No tool was installed for this research, and no license saving below implies a productivity gain. ## Developer handoff cards ### Maven Builds Java software and manages dependencies. Illustrations: a nine person HVAC business with a quoting app; an eighteen staff restaurant group with purchasing software. [Install instructions](https://maven.apache.org/install.html) require JDK 8+ for 3.10.0 and give archive/PATH setup. The [download page](https://maven.apache.org/download.cgi) confirms that version; the registry date is September 27, 2026. No universal hardware minimum is stated. Our 2 vCPU/4 GiB dedicated host is an assumption for a small project, one host in both cases. Ask whether a new developer can build from clean source, which dependencies are pinned and where signing credentials are kept. Back up build configuration, source and release instructions; test a build after restore and review updates before release. First week: clean checkout, build, test, archive a release and repeat on another worker. [GitHub Team](https://github.com/pricing) is $4/user/month with 3,000 CI/CD minutes/month; the example assumes two to five users and work entirely inside applicable included allowances, no paid storage extras. Maven may run on those hosted workers too. ### Subversion Keeps shared version history. Illustrations: three report-script contributors in a twelve person machine shop; five label-software contributors for a fifteen person farm and winery. [Download](https://subversion.apache.org/download.cgi) confirms 1.15.0; October 8, 2026 is the registry date. Use the official [package list](https://subversion.apache.org/packages.html) and [administration documentation](https://subversion.apache.org/docs/). No universal RAM/CPU floor is stated; our one 2 vCPU/4 GiB host is a sizing assumption. Ask who owns access, repository backups, hooks and an export that another provider can restore. First week: checkout, commit, deny an unauthorized account, restore and compare history. [Assembla Starter](https://get.assembla.com/pricing/) is $12.50/user/month with monthly billing selected, read October 29, 2026. Three to five users are assumed, with included storage sufficient and no support add-ons. Migration is separately quoted. Skip a new server when managed SVN already meets the need. ### NetBeans Developer desktop IDE. Illustrations: one developer supporting a seven person print shop; three developers in a twenty person ecommerce brand. [NetBeans 31](https://netbeans.apache.org/front/main/download/nb31/) was released August 10, 2026 and runs on JDK 21, 25 or 26 with initial 27 support. The official archive and separately supplied convenience installers are distinguished on the page. No universal workstation hardware minimum is stated; existing adequate computers and zero new hosting are assumed. Ask the developer to test the actual language, framework, debugger and plugins. Back up project settings and source; test a clean build before changing tools for everyone. First week: open one real project, debug a known test, build a release and document setup. [IDEA Ultimate organizational pricing](https://www.jetbrains.com/idea/buy/?section=commercial) is $719/user/year paid annually, read October 29. Equal operating costs on both sides leave a license-only difference; do not assume equal productivity without trying the work. ## IT provider card: DevLake Engineering analytics connects to sensitive repository and delivery data. Its [Docker Compose guide](https://devlake.apache.org/docs/GettingStarted/DockerComposeSetup/) uses one host with application, MySQL and Grafana and requires a protected encryption secret. It states no numeric hardware minimum. An ecommerce team of four developers could use it to investigate slow releases, but should try existing repository reports first. Assume 1 to 3 operating hours/month plus integration and metric definition. Ask about token scopes, restore, deletion and whether metrics could be misread as employee performance scores. [LinearB Essentials](https://linearb.io/pricing) is $29/user/month annually, explicitly for 50+ developers; four seats are not a verified purchasable comparator. ## Component review All 43 Commons components remain in the full table, alongside the other developer entries. Dormant and end of life labels are warnings to discuss with the vendor, not omissions to hide. Community Development, Training and similar resources are not business server products. Groovy scripts need a versioned home and tests; the [distribution directory](https://downloads.apache.org/groovy/) lists 6.0.0 with a September 22, 2026 file timestamp. Never replace an embedded runtime without the vendor's supported route. For Log4j inside vendor software, use the [official advisories](https://logging.apache.org/log4j/2.x/security.html) and ask for product-specific affected-version and update information. Log4j's home catalog group is monitoring, so it is not duplicated here. Use the [ASF advisory directory](https://www.apache.org/security/projects.html) and [security guidance](https://www.apache.org/security/) for other components. Incubating means [not yet fully endorsed](https://incubator.apache.org/policy/incubation.html). Preserve notices required by the [Apache License 2.0](https://www.apache.org/licenses/LICENSE-2.0); no warranty or broad trademark license is supplied. ## Full project table | Project | What it does for a business | Who runs it | Latest recorded release and date | |---|---|---|---| | [Apache Anakia](https://velocity.apache.org/anakia/) | Generates documents from XML data using Velocity templates. | Your developer | 1.0; Component, preview and file date qualifications are part of the release description. ## Cost worksheet Low/high contributors: ___ / ___. New hosts: ___ / ___. Monthly hosting: ___ / ___. Setup hours: ___ / ___. Admin hours/month: ___ / ___. Retained backup GB: ___ / ___. Alternative plan and billing term: ___. Included usage sufficient: ___. Migration/development quote: ___. Setup = hours × $68.09. Monthly = hosting + backups + admin hours × $68.09. Total = setup + 36 × monthly. Savings = alternative total minus self hosted total. When self hosted monthly is lower, break even = round up((self setup minus alternative setup)/(alternative monthly minus self monthly)); otherwise never without an initial setup advantage. For the IDE case equal operations cancel, leaving only licenses. Shared prices read October 29, 2026: [DigitalOcean](https://www.digitalocean.com/pricing/droplets) $24/month for 2 vCPU/4 GiB; [B2](https://www.backblaze.com/cloud-storage/pricing) $6.95/TB/month after 10 GB free; [BLS wage](https://data.bls.gov/oesprofile/?areas=INDUSTRY,STATE,MSA&major_group=150000&measure=01&occupation=151244&year=2025) $47.66 divided by [compensation share](https://data.bls.gov/timeseries/CMU2020000000000P) 0.700 gives $68.09/hour. Providers bill above that employee cost estimate. All amounts are USD before tax. Our assumptions: 4 to 12 setup hours,1 to 3 monthly hours, 100 to 500 GB retained backups, zero chargeable transfer/API use. Maven/SVN each use one host in both cases; NetBeans/IDEA use existing workstations and zero new hosts. Maven has two to five Team users, SVN three to five Starter users, IDEs one to three developers. Alternative hosted subscription setup is assumed zero, with migration, coding, training and incidents excluded equally; the IDE comparison gives both products identical setup and maintenance. | Small Maven build host versus hosted allowance | Low case | High case | |---|---:|---:| | Our assumption: setup hours | 4 | 12 | | Our assumption: administration hours/month | 1 | 3 | | Our assumption: stored backup gb | 100 | 500 | | Servers/month | $24 | $24 | | Setup labor | $272 | $817 | | Total/month | $93 | $232 | | Self hosted, 36 months | $3,610 | $9,157 | | GitHub Team, monthly | $8 | $20 | | Alternative, 36 months | $288 | $720 | | Savings from self hosting, 36 months | Negative $3,322 | Negative $8,437 | | Break even month | Never | Never | Setup = hours × $68.09. Monthly = servers + (stored GB minus 10) × $0.00695 + administration hours × $68.09. Total = setup + 36 × monthly; savings = alternative total minus self hosted total. Calculations use unrounded values; displayed totals round to whole dollars. | SVN host versus managed SVN | Low case | High case | |---|---:|---:| | Our assumption: setup hours | 4 | 12 | | Our assumption: administration hours/month | 1 | 3 | | Our assumption: stored backup gb | 100 | 500 | | Servers/month | $24 | $24 | | Setup labor | $272 | $817 | | Total/month | $93 | $232 | | Self hosted, 36 months | $3,610 | $9,157 | | Assembla Starter, monthly | $38 | $63 | | Alternative, 36 months | $1,350 | $2,250 | | Savings from self hosting, 36 months | Negative $2,260 | Negative $6,907 | | Break even month | Never | Never | Setup = hours × $68.09. Calculations use unrounded values; displayed totals round to whole dollars. | Existing workstation comparison | Low case | High case | |---|---:|---:| | Our assumption: developers | 1 | 3 | | Setup hours, either IDE | 4 | 12 | | Admin hours/month, either IDE | 1 | 3 | | Retained backup GB, either IDE | 100 | 500 | | New hosting, either IDE | $0 | $0 | | Setup, either IDE | $272 | $817 | | NetBeans operating cost/month | $69 | $208 | | NetBeans total,36 months | $2,746 | $8,293 | | IDEA Ultimate with same operations/month | $129 | $387 | | IDEA Ultimate total,36 months | $4,903 | $14,764 | | License saving with NetBeans,36 months | $2,157 | $6,471 | | License break even month, equal setup | 0 | 0 | Both totals = setup hours × $68.09 + 36 × (admin hours × $68.09 + (backup GB minus 10) × $0.00695). Add developers × $719 × 3 to the commercial IDE total. Equal operating assumptions cancel; only the license difference is counted. Displayed totals round to whole dollars. Hosted build capacity and SVN subscriptions are cheaper under these assumptions. NetBeans saves only the commercial IDE license line; extra developer time could reverse that choice. Reprice when usage, storage or support requirements change. ### Setup time when Claude or ChatGPT does the typing We keep the Maven example's one $24 server and 100 to 500 GB of backups. We apply our single server assistance assumptions to its build host budget. These paired low and high cases are assumptions, not measured installations; human review is included. [Coding studies](https://metr.org/blog/2025-07-10-early-2025-ai-experienced-os-dev-study/) do not validate deployment savings. | Maven: assumptions and 36 month costs | Low case | High case | | --- | ---: | ---: | | Manual setup hours | 4 | 12 | | AI setup share; hours | 50%; 2 | 80%; 9.6 | | Human review hours within AI setup | 1 | 3 | | Manual admin hours/month | 1 | 3 | | AI admin share; hours/month | 75%; 0.75 | 100%; 3 | | Human review hours within AI admin/month | 0.5 | 1.5 | | Manual total, 36 months | $3,610 | $9,157 | | Claude Pro subscription total, 36 months | $3,061 | $9,194 | | ChatGPT Plus subscription total, 36 months | $3,061 | $9,194 | | API: Claude Opus 5.5 total, 36 months | $2,876 | $9,108 | | API: GPT-6 Astra total, 36 months | $2,899 | $9,279 | | Assumed setup API input / output tokens | 200,000 / 20,000 | 1,000,000 / 100,000 | | Assumed monthly API input / output tokens | 100,000 / 10,000 | 500,000 / 50,000 | | Opus input / short write / read / output rates per million | $4 / $5 / $0.20 / $20 | $4 / $5 / $0.20 / $20 | | Astra input / short write / read / output rates per million | $10 / $12.50 / $1 / $50 | $10 / $12.50 / $1 / $50 | With L = $68.09/hour, S/A = manual setup/monthly hours, q/r = AI shares, H = hosting plus backups, and T0/Tm = setup/monthly tools: manual total = S × L + 36 × (H + A × L); AI total = S × q × L + T0 + 36 × (H + A × r × L + Tm). Round totals after calculation. [Claude](https://claude.com/pricing) and [ChatGPT](https://chatgpt.com/pricing/) each cost $20 for the selected monthly plan: one setup month, then $5/month (25%) for 36 operating months if other work uses the rest. Dedicated use adds $540 to each total. Allowances differ; check limits and budget extra usage. High cases save no admin hours; subscriptions exceed manual costs from month 29. [API billing](https://developers.openai.com/api/docs/pricing) is separate. Token cost = (ordinary input × rate + cache writes × rate + cache reads × rate + output × rate) / 1,000,000. Our cumulative budgets include retries and billed reasoning: low input is 30% ordinary, 10% short writes, 60% reads; high input is uncached. Use standard rates within context limits. Claude Code or [Codex](https://developers.openai.com/codex/cli) can draft Maven build commands and backup scripts for the build host. Desktop Commander can install the JDK and Maven, edit build configuration and read failed build logs through authorized server access; we budget its free local server, excluding optional paid Remote. Claude in Chrome can inspect provider settings, Cloudflare DNS and GitHub build results; ChatGPT Work offers a separate cloud browser, not an assumed Chrome extension. Use a new or staging server, keep secrets out of chat, and approve commands or restrict them in a sandbox. Watch dashboard actions; review changes, rebuild from a clean checkout and restore build configuration. Use subscriptions through supported supervised tools and API keys for custom automation; check applicable terms and never share account credentials. We still own backups, updates and access decisions. Our conclusion stays the same: GitHub Team remains cheaper at $288 to $720 over 36 months within the assumed hosted allowance; Maven can run there too.
